First independent head-to-head of the two open-source Jev alternatives — vegaml vs laya — on 1M real Apache Jira issues. Clean issue-disjoint and project-disjoint splits, fit-vs-zero-shot, all local on an Apple-silicon Mac.vegaml wins with 120 labels (0.75 vs 0.63 on unseen projects); laya wins on zero-setup speed. Code + results included.
